The dragon regains spent legendary actions at the start of its turn. Lightning Crash. The dragon calls for assistance, in 1d4 + 1 turns another thunder dragon appears. Lightning Vortex (Cost 2 Actions). The dragon recharges and uses Raigeki. Thunder Dragon Fusion (Cost 3 Actions).
