An operator is a member of an elite unit who has received focused, intense training in special operations. Think Army Rangers, Navy SEALs, or Marines who go MARSOC. Their equipment can vary. They commonly use weapons and armor of Rare rarity (501-5000 gp) rarity, though it's not unheard of to see them with Very Rare (5001-50000 gp) or even Legendary (50001+ gp) gear. E.G. they can get heavy ballistic vests for AC 19, SWAT armor for AC 20, bombsuits for AC21, or armored space suits for AC 22.
